The study presents the background, results, and possible consequences ofthe 2023 presidential and parliamentary elections in Montenegro. These challengescould be the last contests in which the Democratic Party of Socialists of Montenegro,which has governed the Western Balkan country since 1991, had a serious chance ofreacheng a position. The presidential election is considered an important event inthe life of Montenegro, not only because of the high stakes involved, but also becauseof the governance crisis that has been kept under the surface in recent years.
